Use a lollipop stick (or something with a similar shape) to gently poke 4 holes in either side of each brownie bite, creating a total of 8 holes.

Combine the powdered sugar and water in a small bowl to create a thick icing that will act as your edible “glue.” Add water one drop at a time, stirring well after each addition, until you reach a paste-like consistency. A little water goes a long way.
